I have posted an opening in March, 2016 for a single Male on the Rocio Del Mar for Socorro. There is a chance for whales then.
 
I went on a 11-day course to Raja Ampat in November 2014 and just returned from Socorro on board the Rocio del Mar. If I had to choose, I would choose the latter because it is so unusual and Rocio is a great boat with a great crew.

I know you said April but March or earlier offers a better chance of Humpbacks (but less of our friend Miss Whaleshark waiting at The Boiler).
 
Have you considered Niue or Tonga, if it specifically humpbacks you want to see? You can snorkel with them in both places .Niue is far less commercialized than Tonga but you have to fly from Auckland. The year we were in Niue was like whale soup. We could sit and watch them from the shore. Snorkelling with them was one of the most incredible things we have ever done.
We also heard them whilst diving, but never actually saw any....
