Are Sony Cameras now capable of properly white balancing underwater or do you still need to use a red filter?

I'm looking at purchasing the Sony A6700 or the Sony ZVE10II

Define "capable of properly white balancing"?

I previously used a A6500 and just upgraded to the A6700 and they both have an underwater white balance setting that works reasonably well and more importantly allow you custom set the white balance.

And along with custom white balance use good lighting so you don't need a red filter.
Red filters are only needed when you don't bring your own lighting and use natural lighting.

It would be pretty rare for anyone to use a red filter on a larger body camera setup, it's more of an action camera thing.

A white balance far above 9900K (above 20K+)
