I'm a believer.
Boat traffic and props are your enemy.
I'd say one should be up at the 15 ft stop.
Look at the stats on divers hit by boats, and you might be convinced it is a good idea. I'll skip it if somebody next to me has put their's up.
Driving the boat is tough enough without trying to spot bubbles for individual divers.
Also....if you ever get seperated, I much prefer blowing the marker than the "look for a minute and surface" at least as a first step. The chances of being found are better if only one person surfaces, (and I prefer it to be the other guy, which it should be if he does not carry a SMB)) because otherwise you are perhaps missing each other. Not sure that is "kosher" practice but it works in real life, I find. Even if the other diver does not spot you, the crew/boat will.
