Small cut in wetsuit. Does not go all the way through the other side. Seen plenty of videos on youtube regarding neoprene cement. What brand / type do you recomend?

Use whatever brand of wetsuit cement your dive shop has. Unless the suit is black you may want to opt for the clear cement. At that point I have had great results with common Wellwood contact cement. Fold the split open to expose the 2 faces while the cement dries. When you bring it together be careful not to to crush the seam, they want to clash face to face.
