I have read many times that people are manually setting the white balance while underwater using their dive slate. What size slate are you using? About how far away do you hold it? Should it fill the entire "picture"?
 
To white balance accurately the WB card should fill the frame.

Ideally, since the light spectrum changes dramatically with distance (both vertical and horizontal light path) underwater, the WB card should be at the same distance as the subject. But in some situations that would be logistically impractical.

Practically, probably something you can fill the frame with at an arms length would do the job. Some people use a white patch of sand if it is available.

This is an interesting WB device: http://www.expodisc.com/products/expodisc/expodisc.html. I haven't heard of anyone using it underwater but the manufacturer says it can be.
 
I use a piece of a laundry detergent jug about 4" X 3" which I keep on the leash with my camera so it is available at all times. I hold it a few inches away and zoom in on it so it fills the frame.
 
I have a small 4x5 slate that I use. I hold it at arms length, make sure there are no shadows on it, then zoom in the fill the frame. I use a patch of white sand if at all possible.
