I am just wondering as a single person, is there any where I can go for a vacation where i can go without paying the extra fee as a solo traveler

What you can do is join the singles forum and look for dive trips. Sometimes the organizer will buddy you up in a room with another single and you can pay the dble occ price that way.
But if you want your own room, no.

some liveaboards have single occ (blackbeards), also I know of at least one place in Roatan that has single occ http://www.coconuttreedivers.com/main/index.php

If you are willing to share some/most liveaboards will take you. Some will match you with same sex others will not guarantee. I have done two trips and by luck ended up in a room by myself on both. But I will share - on a liveaboard dive trip don't spend much time in the room anyway. Just a place to sleep.
If you travel on a package you will pretty much always get dinged for a supplement. If you book your own hotel you are paying for the room not per person and if you shop around, depending on the destination and time of year, you can get some great deals. Your diving is per person anyway so that's no different and so is your air.
