Thanks, all. I’m leaning towards a TG-6 with a housing and maybe a light to attach to the shoe on top of the housing.
check Backscatter, if you haven’t yet. They have an excellent little strobe/constant light combo—good value.
 
Any of the SeaLife cameras are suitable. Simple to use, nice big piano style keys. Used ones can be had for $150 or so.
 
I would second recommendations for the TG-6 with an underwater housing; it takes great photos and is simple to show others how to use, and small enough to easily pass between divers on a dive. In fact, friends that dive with me routinely steal my TG-6 mid-dive to snap their own photos 😂
