You can upload a picture by going to the 'Manage Attachments' button that will appear in the 'Additional Options' section below the box you type your reply in.

Or you can upload your picture to another site and then click the little icon that looks like a landscape with a sun on it above the box you type your reply in, and input the link to your picture.

Or using your link, you can just put tags around it.
