1.) Manila -> Batangas City (~P160)
Go to the JAM liner bus station located EDSA cor. GMA Kamuning. (Can also take Tritam, but I don't know where it's located). Hop on the bus that says Batangas City/Batangas Pier (You're going the entire distance). First bus usually out 5am, and every bus leaves when there's enough passengers. I can't remember if it stops in Pasay.
Once at Batangas City Pier, go through the market to the PG terminal. It is easily found since it's the biggest building behind the market.
2.) Batangas City -> Puerto Galera ~P170 +P25 terminal fee.
I only know 3 options getting into PG (but I'm sure there's more):
* White Beach
* Sabang
* Mueller Pier (Town Proper)
You'll have to line up in the small and hectic terminal for a ticket. First set of boats usually leaves 7am. From each location you can catch a water taxi to the beach of your choice.
There are porters who ask where you're going and they'll tell you what vessel company to take.
Very simple to get to PG via public transpo. I've done it twice (round trips).
