If you are willing to drive West, there are some sites as close as Destin... Not sure of anything other than the jetties in PCB though - that doesn't mean other sites don't exist...
 
If they do, they seem really hard to find out about. I've been trying to find some for 2 years & if they're out there no one is willing to reveal them. You can always do sand dive anywhere & look for shells.
 
I hear that Shell Island is a pretty stellar shore dive, but you have to get out there, and it's not so easy to do so without a boat.

I've heard that some people dive the city pier, but fishing lines are almost always down, and I've heard it can be a bit sharky from time to time.

Some people have said they like to dive around the Dupont Bridge on the far side of the bay near Tyndall AFB, but I hear vis is not so good, and since they've closed the old bridge off to fisherman that it's been getting sharky. I have not been there.

Some friends at work have talked about some rocks in St Andrews. I cant seem to get a consistant report though. One guy says its only 8 feet deep the other says 20.
 
St Andrews is the jetties. On the kiddie pool side it's about 5 feet deep. On the channel side you can get down to about 65 or so out towards the gulf end of the channel. At the bay end, maybe 6 feet or so.
 
There are some lifeboats on the other side of shell island in that channel according to the Ned Deloach book. Not sure how shore accessible they are though. Couple other closer things listed too - just not sure of access and how much of a swim.
