The chap I go on dive vacations to Bali with is an instructor. Never been an issue for the pair of us to rent tanks and go diving.
That may well be, but if there were an incident and you and your friendly dive instructor had not followed the regulations with a documented dive plan etc. it’s jail until sorted out.
 
While shore diving isn’t always this easy, it’s often just as rewarding. Here are a few things to make your next shore dive a bit easier.
  • Make sure you can get out before you get in
  • Plan ahead to keep the work level low
  • Think about how and when you’ll put on and take off your fins
  • Take a transit
  • Stay down as long as possible

No offense intended. But if somebody is not very aware of these most basic (and far from complete) rules about shore dives, they should do an Open Water Diver course first.
 
Some of the most surgey, currenty conditions are right there close to the shore. And if you are not experienced shore divers you will be amazed at how localised they can be. Startled buddies less than 2 ft away as you disappear like a rocket whilst they stay still.
