I went out diving this weekend and did not seem to have the issues I had in Black River Falls.
I was diving with a 7 mil wet suit and steel 95's. The Ranger still shifted somewhat on the second dive but I am beginning to think that part of the problem is getting the bc properly possisioned when I put it on. I think that the shifting is increased when I have a larger tank and more weights.

When I was in my daughters pool with an AL 80 a shorty and 8# of weight the problem didn't seem to be there
 
Keep in mind that the Ranger (and all Zeagle BCs) were designed to fit low on the body. Could you be wearing it too high? It does also sound like perhaps it's a bit on the big side for you in one component or another.
