Personally, I really like shallow, colourful surge-swept, semi-West coast dives like this. Now I'll try to imagine what a normal diver would think of this site:
1) It's too shallow (my maximum depth last time was only 22 feet).
2) There are hardly any fish.
3) No one else goes there so why would I?
4) Giant kelp? -Whatever, it's all just kelp.

If you live in the area, you might as well check it out. Even on a calm day there can be some surge, but I don't imagine you'd ever feel much current in such an "indented" area. The patch of Giant kelp is straight out and to the left from the pebble beach. You should be able to see it floating on the surface. The "tunnel" is in the mess of shallow reefs around the right-hand point from the beach.
 
Sounds like a nice dive to me, iv seen some really calm days just gotta be lucky. On my to do list for sure, looks like a pretty big area to explore. And i do enjoy kelp a lot gives a cool ambience.
