I have self draining boots on my HP119's and I only remove them every 6 months or so. So far, no damage from the boots. In fact, I think not having them would create more wear. Tanks without boots tend to get scratches, wear and rust on the bottoms. IMO, this is more significant than any damage that a self-draining boot would cause on a galvanized tank.
Painted tanks and non-draining boots are different animals. Those can get significant rust under the boots. Older galvanized tanks with non-draining boots hold up much better, but they often do show significant discoloration around the boot area.
