The combination of the flooding and the not-working on land is pretty strange. In fact, it's pretty unusual for a downstream 2nd stage to stop delivering air on demand.

Living in the tropics this is fairly common. Cockroaches eat holes it the 2nd stage diaphragm (Because cockroaches love the taste of silicone for whatever reason).

Floods in water, does not work on land, the purge still works. It does not really match what the thread author is talking about, but I would always check the diaphragm.

(You know how students always complain that they are breathing water? Sometimes they are.)

OK, most of everything has been covered; but I think there are two problems.

Something is letting water into the second stage:
1.Hole in the diaphragm
2.Bad mouthpiece
3.Case not sealing
4.Exhaust valve wrong size, wrinkled, something stuck in it. The exhaust valve would be my best guess because for the fist 10-15 minutes there were no leaks.

Something is wrong in the air delivery system.
1.Valve linkage-poppet, lever etc.
2.Orifice not adjusted properly or lever height not set properly.....my best guess as the regulator just had a service. If the orifice is adjusted in too far the lever will go slack and purging becomes a problem.
