If it's the type with an opening at the bottom and some sort of entry tube which will self-seal due to internal pressure it's much easier to fill underwater than at the surface. Unroll the tube and just release some air from a 2nd stage so the bubble flow goes up into the opening. The air will force it's way in.
Never tie the buoy to you while filling or it can drag you to the surface.
Don't overfill - remember the air will expand. If you're at 20m, only fill 1/3.
If you're in cold water, don't purge for too long to avoid freeze up & subsequent free flow.
Releasing an SMB at depth requires practice. There are plenty of sites that go into some detail on the techniques.
