I will be diving TCI end of this month. I've heard conflicting stories from people. Some say they first appear late March, others say late April. Anyone have any insight or experience? I plan on wearing a dive skin either way.

Don't know about TCI but even with a dive skin you should slather on sunblock as a protection from the sea lice. The suit does not prevent them from biting you skin. Also, bring some Benadryl for itchiness.
