I am considering a used reg set with a MK20 DIN paired with a G250. But the Mk20 have the 3 holes in the shoulder, meaning the recall upgrade have not yet been done.
Is it still possible to have the parts exchanged for free at a scubapro dealer? I plan to service the reg myself. Is it a must to have the shop service the reg in order to get the parts, or can I just have the recalled parts changed?
I am located in EU, if its relevant for the question.

To answer part of your question
It's true. I've already rebuilt and upgraded three Mk20 with the brass piston to Mk25s with brand new composite pistons and knob retainers. All of them for free. At least my dealer had no problems getting the parts from SP. I believe usually you or the dealer have to return the old/defective parts to them.

From deep flawed memory system but wasn’t the issue with the yoke bolt?

The yoke is mainly mentioned. But this picture shows both DIN and yoke version which let me to believe, that were both included in the recall.

Three slots means the SB has not been done.

The old part tightened against the bottom of the broach stressing the threads.

The new part has a shoulder (1) to prevent the part from being torqued against the bottom of the broach at (2).

It's still possible - I have one, got it fixed a few months ago - dove with it Friday. I had the shop do it - took them almost 2 months to get the parts but they're still available. It's my favorite reg to dive wit h- with a G250 or a D350 on it, works great (I have both of those).

Im going to take the deal. I guess the G250 is worth it by it self anyway.
The Universal DIN kit complies with the mechanical aspect of the SL.

I just had a MK20 serviced at a shop, and had the recall upgrade done at the same time. So, yes, it is still possible, but I don't know if a shop will give you the upgrade kit, especially for free, if you don't service the reg. Theoretically, they should just upgrade it.
