back to diving the dam part. could you ask the dam operator to shut down the dam itself for a short period of time?
 
I saw the show about a year ago. The dam searched was a low-head dam. They dove it when the level of the water was safer. The hydraulic effect was much reduced and it was not that big a deal. I have done that exact same diving and it can be done safely. If the conditions had been dangerous they would have called that dive.

Usually the flow can be reduced, but can not be shut down. The water has to go somewhere and if it is shut down, localized flooding usually results. It's kind of like the requests we get to drain a reservoir to find a body, it's just not going to happen.

Even if we do get cooperation with the water authorities, it may take hours, even a day to see any change. This is again due to water flow and distance. All of the rivers in our county are controlled by dams. When they release more water, it usually takes at least 24 hours to see a rise in the water level in our major metro areas.

Diving in or around dams, low head or otherwise, takes experience. It can be done and done safely if you know what you’re doing. Luckily, we have areas where we can build up an expertise in diving these types of environments starting from smaller, lower flowing dams to some pretty good size dams that most would pass diving on.
