The realistic answer to that question is NONE unless you live in Brockville near Centeen park. The logistics of getting tank fills and getting to and from dive sites/boat docks requires access to a vehicle.

You'll be expecting too much if you ask your dive buddy to get your tanks filled and drive you to and from the dive sites every single time.

you can purchase a older vehicle, like a 88-91 Honda Civic, this should cost ~$500, they have the mechanical complexity of a rubberband (cheap/easy to fix), fuel efficient.

truth is doing any serious diving without having access to a vehicle is a lot more complex, but it can be done, and you are completely reliant on other people.
