From what I have heard and read, this was just as you said, a tragedy with an underlying condition. Two things led me to this: 1) she didn't attempt to remove her belt and no one reported that she attempted and 2) there were no witnesses that said she struggled in an attempt to reach the surface. Both of these lead me to believe that she was rendered incapacitated on descent or soon after reaching bottom.
Once again, very sorry for the loss. I was fortunate enough to meet her at an open water site several years ago. She was a very personable individual.
