Interesting take on it. I'm not sure I agree about security equating to freedom though. Sometimes I think I'd rather take my chances with security than be scrutinized, but then, I don't believe it's possible to secure a free society. Neither do I believe that life can be made safe.

I'm all for reasonable safety precautions, vigilance, and personal responsibility, but the deterioration of personal freedoms does little to make me feel safer.

Nevertheless, I don't consider being a certified diver private information. I could care less who knows it.

I'm not sure that anyone here has suggested that their certification is something that should be private information. My concern is that the information was obtained so readily without subpoenas

If no one's suggesting that it should be private, then why should it be distressing that it was easy to get? I suspect that the dive agencies didn't think it was a big deal either, and that since it wasn't "sensitive" information there was no harm in sharing it.
I don't mind that they cooperated when asked.
