They were only used by girls when I was a kid. I started to build one and ended up with my dads help a billy cart, you know those soap box derby things. It was quick when we changed to bearings for wheels, lucky the old man worked with jet engines because they clogged up pretty quickly. You will find more information in the DPV section of this wonderfully informative forum.
 
Hmmm... finding a DC motor that is submersible might be the first step. A sealed gel cell battery ought to work with it. If there are any at local dive shops that sell them you could get an idea of the size, shape, and material of the propeller plus it would be good to know the RPM and power of the motors used. In my mind trying to use a typical DC motor and enclosing it in a housing would present numerous problems with heat etc.
 
Maybe you can use electrical transformer oil in order to reduce the effecst of the pressure and increase the thermal conductivity of your scooter.

You can start with a thick wall plastic pipe for a housing, some sealed gel-cell batteries for power and an electric trolling motor for propulsion.
