Don't know if anyone has seen this film:

But the bottom line: it was a combination of the Canada's Department of Fisheries and Oceans sitting on their hands, and the Mowachaht/Muchalaht First Nation Band leading the orca away from being captured that resulted in the tragedy of the orca getting chopped up by a boat prop.

They debated this issue to death, and the end result: the death of Luna.
