yup... and you want to keep tension on the line, so the sausage doesn't "lie flat"
on the surface .... i.e. you want to keep it vertical
 
And the tension on the line, when not buoyant, gives the reeler a good reference point for a rate of ascent and, more usefully, holding points. Instead of staying at a stop for however-many minutes and watching a depth guage incessantly, occasional checks of the depth and just maintaining the grasp on the tight line / spool will help a diver stay at a depth.
