rust inside of tanks

i stopped by a dive shop today and they had 2 new tanks i believe a 6/2004 hydro on them i opened the valve and saw rust. should they discount these tanks and if so how much? they are pst e7-120 they are asking 350 for them and i want 2. these are pretty tough to come by and most dealers arent expecting any until at least may maybe later so i am looking to find some asap. is this a wise investement and will a o2 cleaning solve the rust issue
 
If your going to use them with O2 you should have no rust. The tanks probably need tumbling and O2 cleaning. $$$

Rather than look for a discount you should ask them to tumble the tanks, as already suggested. I don't think expecting new tanks should be rust free is too much to ask.
 
If it is just flash rust I would not be too concerned.

However you could have them tumble the tanks or they could perhaps get it out by just running a whip inside the tank and blowing out the lossened fash rust with air.

Bear in mind that it is a sellers market at the moment with regard to E7 series tanks. The old saying is you can have it good, you can it cheap, or you can have it fast, but you can only have 2 out of the 3 and it definitely applies in this case.
