Which is the best? It depends on what you are looking for with regards to the facilities. The diving is great on both sides of the island.
 
They have all inclusive resorts you'll never have to leave. You can take all your meals there, and dive from their own boats.

You can also get a less packaged trip by booking your own hotel, dive boats, and taking meals on your own.

Roatan has a lot of walls that will go deeper than you'll want to go. Also some very nice shallow reefs. Sites are generally close to shore, so your boat trip will be short. I heard the water is usually calm and without current, but I had a different experience.
