Rinsing scuba gear in a swimming pool?

I would add that if you hose the gear down after soaking in the pool, you will probably reduce the fading.
 
It's probably more the fact that the people who own/control the pool just don't want to take the chance of having to extra clean the pool. Most places hire people to come in and clean/maintain the pool and they may be charged extra due to sand and stuff left in the pool. This might not be a problem in most cases but if they allow one to do it who knows how many might do it between a cleaning cycle (especially near any dive areas/resorts).
