Took NCL cruise to western caribbean. All pumped up about Kayaking and Snorkeling in Roatan and diving in Cozumel, our last stop. Then came Rina. Didn't get to go Kayaking and Snorkleling because of high winds, it was a very nasty day, and didn't even get to step foot on Cozumel...Rina decided to visit Cozumel just ahead of our ship. Then to top things off, it rained when we got back to So. Cal. so no shore diving. What a bum streak! Taking the boat to Catalina in December, hopefully, to dive at Indian rock.

I know just how you feel. A couple of summers back, I was down to dive with a science group in the Gulf of Mexico. Problem was, Hurrican Dolly was making a beeline for the Texas Coast. We got one dive in, then had to turn for home (there were other problems that actually drove us in, but those couldn't be resolved because the Coast Guard was already busy getting folks off the oil platforms).

Sucks, but sometimes nature is unpredictable. Better safe than diving in hurricane conditions.

I find one part strange, though:

Why can't you shore dive in the rain in So. Cal.? You're going to get wet anyway. The visibility improves a lot below 40ft, even in rain. I shore dive in the rain frequently on Vancouver Island. I guess there's a slipping risk, but it's significantly reduced if you're very careful.
 
The reason you don't want to shore dive in SoCal when it is raining, is due to run off. Any and everything from fertilizer chemicals to busted sewer lines. I have know a couple of surfers that went out raining and have gotten bacterial infections.
It's best to wait a few days.
