Best pick might be one of the many guest houses and small resorts that dot West End.
 
Look at lunabeachresort.com I stayed there as a single diver in Feb. 2009 and liked it a lot. Nice cabins on the beach as well as full rental cottages for groups and families. The dive op was very good and it was close to the West End for dinner out. There was a mix of divers and non divers and I thought that my nondiving wife would have liked it as well.
 
Take a look at Barefoot Cay Resort on the south east side of the island. They have an excellent dive operation with small groups, but also have pool, beach, spa, kayaks, snorkeling for non-divers, and it's not too far away if you wanted to rent a few cars and go exploring (about a 25 min drive from West End).
 
My suggestion would be Cocolobo or Luna Beach. Both are close to West End for diving, shopping restaurants, bars, yet far enough away for peace and quiet. Cocolobo would be the slightly more up-scale of the two. You can also grab a water taxi from West End of you wish to sit on West Bay Beach for a while.
 
I would suggest Foster's on West Bay (Foster's West Bay Resort - Beachfront Cabana Rentals - Bay Islands Roatan). It has a great dive shop on the beach (Welcome to Anemona Divers - Scuba Diving on Roatan, Honduras) or for a much more upscale place, try Infinity Bay Condos (Roatan Resort and Luxury Roatan Hotel | Infinity Bay Spa and Beach Resort), a the opposite end of the bay. We may stay at Infinity next trip. The Foster Diaz family are great people, but it is seeing a lot of wear and tear. West Bay is the nicest beach with many places to eat and drink and just a short water taxi to West End. There are no resorts like you would see on the Mayan Riviera thank god.:cool2:
 
Check out Las Rocas ..We stayed there before and enjoyed it. It is at the end of West Bay. Small and quaint and really nice folks. There dive op is small but Serena is awesome..
There were quite a few people there whose spouses weren't divers and they always seemed to find something fun to do.
They only do 2 maybe 3 dives aday and one night dive a week. So if you are just looking to do about 10-11 dives in the week I would definately recommend it.
Good restaurants in walking distance and breakfast comes with stay.

You ask a question like that here and you are going to get a recommendation for every place in Roatan. With that said my favorite would be Bananarama in West Bay. Great dive shop, beach, beach bar and restaurants. Only a $5 cab ride to West End.
 
Schambles;-- Billmosel is right, we all have a favorite--in fact we have several favorites---what time framework were you considering going? Since you have non-divers also, you might want to take a look at Fantasy Island whiich is an a/i on the south side with great dive opportunities and a good beach, pool, bar, etc for non-divers.
