Residual Gas?

Stopped by a Goodwill one morning and found a scuba cylinder that had been donated...couldn't buy it they wouldn't let me because it hadn't been "sorted" however after a tank is hydro'ed and visually inspected, if the gas that the original donor had in the tank wasn't compressed air, is there a risk? lets say they had..... chlorine gas in it for some reason...or some type of harmful welding gas, could you then refill it with compressed air for breathing?

I might not want to reuse that tank for diving.

Anyway, if you want to, I believe you can get the tank cleaned as they clean tanks for O2 compatability. Then you should be able to fill and use the tanks with compress air.
