So I went diving two weeks ago in the Hood Canal here in Washington State. Sorry...the point is I was diving in salt water and I have noticed that since I got back my octopus is letting air in when I inhale on the regulator (when it is not on a tank). I had heard that this should not happen. Can any one help me out here?
 
It shouldn't allow air in when doing the test you are describing.

First, make sure you have a good seal on the dust cap, and no other possible leak sources. One way to absolutely isolate the octo is to remove it (remove it and it's hose) from the 1st stage, block the opening on the octo hose with your thumb, and try inhaling. If it still leaks you've confirmed the leak is isolated to the octo, and you can narrow the sources down to a leaking exhaust valve, damaged diaphragm, or loose/cracked mouthpiece as the most common causes.

What is your regulator setup? Some high end 2nd stages have a seat saver feature that may allow this to happen.
 
As a new diver, I noticed that my regulator also was letting air in when not attached to a tank. I soon realized that I had left the dust cap off. There was no leak after I placed it back on.
 
Are you talking about inhaling on the primary 2nd when the reg is not pressurized (dust cap in place), and air goes in the octo up to the 1st stage and back out to the primary 2nd? Or are you talking about inhaling on the octo and being able to draw air through it while the reg is not pressurized and the dust cap is in place?

Okay, assuming you cannot do the same with the primary second, the problem is either the exhaust valve, mouthpiece, or diaphragm in the octo, in that order of likeliness, just what leadturn said. This also assumes that when you pressurize the reg it does not freeflow which might indicate a blown hose o-ring or something like that. There's also a small possibility that there's a crack in the case, but that's less likely unless you've really banged it up.
