Well, this may or may not get you the answers you want, but you might be comforted that your frustration is not yours alone, or a recent development.
I just rechecked the Oceanic support website at
Oceanic Worldwide - Owner Services - Owner's Manuals and downloaded the offered regulator manual. Sounds like the same obsolete one you are describing, and which I complained about in 2007.

I've pretty well given up. Oceanic is a business, and they seem to have decided that manuals don't sell enough gear to justify the cost of writing them. I'm still using Oceanic gear, and in fact my wife just bought her gear with my guidance, and it's Oceanic. So I guess they're right in a business sense. I don't like it; I'm an RTFM freak, I read manuals for stuff I don't own for fun, but I'm still buying their stuff.
But thanks for the opportunity to vent.
