Reflective Tape on a Hood

I am in the process of getting a custom hooded vest made and want to add some reflective tape to the top of the hood. The guy making the vest hasn't used any reflective material before and isn't sure what will be best.

Does anyone here have any suggestions? One issue that he did mention is that it would be best if it were flexible, to allow the hood to stretch naturally. I have also read that some of the reflective materials don't work well when wet.

Anyone got any experience or ideas?

SOLAS tape. To stay in place it will have to be stitched, so over a low-ish stretch section of the hood, like over the top, would be best I'd think.

Is there a problem with the SOLAS tape getting water inside it's cells once it has been cut or stitched?
 
Not at all. SOLAS stands for Safety Of Life At Sea and reflective tape is designed to be used in life saving applications. It's used everyday in survival suits, life rings, life preservers etc. I've seen survival suits used every day for training and the reflective tape is still reflective.
