While I could teach underwater photo according to standards I choose not to. Why? Because I am not passionate about it or anywhere near a pro when it comes to taking pics underwater. I'd say look for an instructor that is passionate, has been published( and not just on the net), and one who has the necessary gear. Just because an instructor or shop advertises it does not mean they are any good at it. An instructor can take a one day workshop, buy a couple cameras and be an UW Photo Instructor. Not someone I'd want to take a course from.
 
I strongly endorse the above recommendation of Martin Edge's book. Make sure that you get the Fourth Edition, published earlier this year.

Another good source of info is the Underwater Photography Guide at Underwater Photography Guide.

Once you devour these references, I'd look at trips with Bonnie Pelnar or Deb Fugitt

I have taken the PADI course and two online coureses. As Skynscuba has stated, the PADI course is as good as the instructor. I found mine to be interesting but the online courses were much more helpful. I took the following courses: Introduction to Digital Underwater Photography and Digital Workflow & Image Manipulation for Underwater Photography. These courses are at Underwater Photography Classes: Improve your underwater photos and digital underwater photography. Both Marty and Bonnie are excellent instructors and always answered by questions via email or phone.
