Hanging down? Are you using steels?

DSS sells a small but ingenious double ring that slides onto your crotch strap. It threads like a weight stop, and has a loop on either side that does much what a butt plate does. You should try one of those, instead of a bulky buttplate. Bonus, they're cheap too.

Nicely done. Do you think that bungie would work with doubles? I find myself holding my deco bottle against my body when I swim to keep it from hanging down in tight cave passages. Where would you suggest I attach the bungie in the back with doubles?
