Raw steel exposed, patching options?

Hey all, is there a good way to remove this rust and re-coat the exposed steel to prevent further rusting and flaking of the nearby paint coat?

I would probably scuff it with a little scotchbrite pad and brush on a little paint.
Pretty much what I do.

I noticed the same shortly after getting my steel tanks hydro‘d. Slightly scuff, then spray with some paint. Since then, I make it a point after picking up my tanks from hydro. Tape off around the hydro mark, then give it a few light coats.
