In the notice they specifically mention big ships that come from various countries carrying tourists to see the Komodo dragon.

The liveaboard that has been fighting a reschedule for our half charter (even for folks who have been banned from entering the country at all by their government) has just announced that Raja Ampat is officiall closing starting March 23-April 5. Tagging @Dan to help with translations if he is willing.
We are an April 1 sailing so hopefully, this forces their hand.
