OK - here's a possible answer. If diving got too expensive down here we have the option of shore diving on some really great reef. So the operators have to keep their prices down in order to attract clients.
 
Andy, that's definitely a valid possibility. In Umkomaas, if you don't dive by boat you don't dive so what choice do you have but to pay up!!

I dived the shoal last weekend and it cost R230 a dive, almost the cost of two Cape Town dives!!
 
This is kind of like the take away shop in the Cape Point Nature Reserve - the only shop for 30Km that sells Coke - for R9-00 a can. R 4-50 at any other shop. Captive market.
