I would bring this to the dive shop owner's attention. It could be that the employee was clueless (stupid) and trying to save your brother some money. But, something like this can definitely give a shop a bad name, and the owner/manager would want to know. One thing to keep in mind...employees are supposed to represent the shop...but sometimes don't. Talk to the owner about it.
Regarding the c-card to buy gear...what about people that want their own gear to use during OW class? While I don't think its a good idea (considering gear is included in the class price here) some people want it. Usually, their husband or wife (normally husband) is already certified and wants their "other half" to learn to dive in thier own gear instead of rental. We sell gear to anyone who wants it...tanks, we need a c-card.
We did sell a tank to someone for paint-ball. We marked his tank, took the serial number, and he has a signed contract with the owner stating that this tank is not for scuba that he has to bring with him to get it filled. Normally, we know our customers very well..but if someone unknown comes in to get their tank filled, we do ask for a c-card.
