FWIW yes, one can be. It's the doctor who decides on medically fit, not the agency. A "yes" on the agency form would mean a medical was needed (if not already required), but a "yes" doesn't mean no diving course in some cases.

IMHO I wouldn't be diving with epilepsy but know of at least one diver from England who does...
 
Well, even if the doc ok'd it....I would still consider it too risky...too many unknowns.
When my dad as in the army, some of his buddies went to the pubic outdoor, non heated pool. There was one guy with epilepsy,.....it was said that his doctor gave him the OK for all activities as his troubles had been in his youth - no current seizures....and then he jumped in (without showering) and had a fit UW and died... you never know
