Where is the cummerbund on a BC supposed to fall on your body? Specifically a Tusa Imprex. Got a great deal on one but the cummerbund barely covers my belly button. it fits great everywhere else and is comfortable. except for the cummerbund. it isn't painful/in the way/etc.. it just feels wierd being that high.

Does this simply come down to personal preference, or is this a sign that it is too small?
 
Sounds right. How do you have your shoulder straps adjusted.
 
Depending on the BCD design, the cummerbund can feel like it's riding a little high...but that could be normal. As knowone mentioned, if the shoulder straps aren't cinched down properly, this can affect where the cummerbund rides.

Does the cummberbund have enough length to be closed properly? I interpreted your description to mean that top of the cummerbund was barely covering your navel.

FYI, certain BCD designs eliminate the cummerbund altogether.

it's actually the bottom of the cummerbund that is barely covering my belly button. i've played around with the shoulder straps without luck. past bcs that i've used have sat lower around my waist, this one seems to ride particularly high. I'm going to try it in the water this weekend and see how it performs.

It does sound like the cummerbund is riding too high. On my body, if the bottom of the cummerbund were "barely covering my belly button," then the top of the cummerbund would rest in the lower chest region. That's too high in my opinion.

If you posted pics, it might be helpful. This is the kind of issue that can be sorted out in person very quickly.

Certainly one thing to check is whether your physical dimensions match up with the manufacturer recommended sizing. For the TUSA Imprex BCD, Leisurepro.com lists the following size chart:
Small = 28-36 (waist), 30-36 (chest), 5'0"-5'4" (height), 105-145 (weight)
Medium = 32-40 (waist), 36-39 (chest), 5'4"-5'8" (height), 140-175 (weight)
Large/X-Large = 38-46 (waist), 40-46 (chest), 5'9"-6'2" (height), 205-240 (weight)

Did the shop not help fit you?

Top of cumberbund should be no higher than your belly button (given most peoples location of their belly button)...
