Yes, an instructor could act as a DM, and we usually do when we are guiding, not teaching. We are just being "funny".

Here is a stupid question....can an instructor not act as a divemaster? I would think one that can certify people could act in a DM capacity...

I believe the statement was tongue in cheek. I think both were.
