Question about a scuba back pack

Hello, I'm new around these parts, and basically I was wondering if someone would be nice enough to give me a little help in identifying a piece of equipment. I am under the impression that this item (Link included) is a scuba tank back pack. I think it was modified in some way from its original condition. All I know is that the pack must have been made before 1979. If anyone would have any information about this item, or would be able to identify the maker and or model I surely would appreciate it. :confused: Thanks for your help. I have a couple of them. They were used in conjunction to the old "horse collar" bouyancy compesation devices (BCD's), back before we had BCD's with integrated back-packs to hold the tank.
