I believe with PADI it is not quite meaningless - I think it counts towards points needed for the higher eschelon's of PADI Knighthood - showing a commitment to the cause!
As pointed out it is not a course but just send your $15 when you have the requirements. However, there is no harm in selling a package for say AOW, 5 spec, MFA and Rescue and call it a Master Diver course - committing to all those I would hope would give you a significant discount than doing one course at a time.

My ancient Masterdiver card is different from my others. (I know they have changed now) It merely has some fancy graphics on one side and some personal info on the other, with my picture. No mention of which specialties. I personally place much more importance on my Dive Master card than I do this one. JMO
