Try this guy. He teaches out of his home in Fairfax. I haven't taken the course myself but I asked a dive buddy for an evaluation of this instructor and was told:
1. Very long day with lots of useful information
2. At the end of the class you're likely to have $300 - $400 of new dive related purchases added to your wish list

Sea Dive in Solomons does PSI. That's where I get my Nitrox VIP's. About a hour ride out of DC down Pennsylvania Ave/RT 4.

VA Scuba does TDI/SDI VIP classes.

Be careful doing this in our area.. I have had very mixed results getting fills with PSI VIP stickers since most shops will only recognize VIPs from another LDS in the area.
