I, like most, obviously agree with what these ideas are supposed to accomplish. I'm always leery of new laws, fees, permits, fines, etc. Can't say exactly why I'm leery, except that I think we have had new regulations heaped upon us (topside mostly, I guess) over the last 5-6 decades. Education is of course the important thing, not more new laws. Then again, maybe even MORE new regulations may be the only answer as more and more people dive and populations increase.
