Proper positioning of fin strap on diving boots

I have had some diving shops tell me that the fin strap should be above the lip (red arrow) at the back of the boot. Others say the strap should be below the lip (yellow arrow) at the back of the boot.

Which is correct and why?

As far as I know, the "lip" or protrusion is to keep the fin strap in place and prevent it from coming off. Not sure what other purpose it would serve. Below it seems way too low.

Adding - Scubapro calls it a "Fin Strap Keeper", so it would make sense above, not below.
 
That boot design seems like a great idea at first look

but

Is it a solution in search of a problem?

In all the dives I made....and I had quite a few in some strong currents...and quite a few getting on and off of boats on fairly rough days.... I don't remember ever losing a fin strap off my heel.
 
No chance of anything coming off nub or no nub, top or bottom with the springy straps of today

In all the dives I made....and I had quite a few in some strong currents...and quite a few getting on and off of boats on fairly rough days.... I don't remember ever losing a fin strap off my heel.

I always thought the reason was comfort and not to prevent a jettosined fin.
In that because the strap sits in the groove , it will not shift around.
Not necessary, but very nice to have. Like a crotch strap or a wife.

Was just in Cozumel a few weeks ago and one diver lost a fin somehow at like 85' in a good current. Its unknown how it came off, as when it was retrieved it was still clasped, tight and unbroken
