I think their main dry season is March to December but you can dive during the rainy season as well. We were there at the end of March and it was beautiful with great diving!
If you look at the statistics, July is the wettest months for that part of East Indonesia. The winds are coming mainly from the South East and bring wet air from Papua. In general the periods in between the wind seasons (Monsoon) are best. March/April and October/November.
