I guess lights means strobes? Point and shoot will run $200-$500 for camera, $150-$600 for housing, $200-$600 for strobe. My first setup was $250(camera) + $150(housing) + $200(strobe) = $600

Depends on your definition of "good", what type of photography you want to do and other factors.

You need to provide more info on what your requirements and goals our with the camera? Budget is also important for most.
For me a GOOD UW system is going to run over 4K! So that is my definition, but not necessarily yours!
yup i have to agree with ron, i have just the beginning , and that is a canon pro#1 , ike housing and strobes and a bit more and have just over $4000
